hosted publicly that do keep record of BGP advertisements. I just 
checked the given prefix on one such <a href="https://stat.ripe.net/widget/routing-history#w.resource=240e:2000::/19" target="_blank">service provided by RIPE NCC</a> and found that the given prefix has been announced from any ASN.</div><div><br></div><div>The
 only relevant announcement recorded after 2018 is by AS9498, but that 
is for the complete 2400::/12. I would consider that as a route leak
